People
and the planning process
A new approach to bring people
into the planning system from the outset has been set out in draft advice for
local authorities and developers. The advice, to be the subject of consultation,
says people should be fully involved in the preparation of development plans
setting out the vision for their area.
The Planning Advice Note (PAN) "Planning With People" has been produced with the support of a steering group comprising representatives of local authorities, the Royal Town Planning Institute, community groups and developers. The Executive now wants to hear the views of individuals and groups on the PAN to help shape the final version. A series of public events are also planned around Scotland to explain the thinking behind it and to seek views.
The PAN supports the Planning etc. (Scotland) Bill, currently being considered by Parliament which:
ensures every opportunity for local people to feed their views into up to date and relevant development plans;
ensures that Ministers will be able to assess the quality of community engagement in development plans;
gives new guarantees of pre-application consultations for a range of potentially controversial development proposals;
ensures that planning authorities hold hearings before taking decisions; and
ensures enhanced scrutiny of developments which are not in the development plan.
£14.5
million football facility given green light
Construction work on new
world-class football training facilities, backed by Executive cash, has been
given the go ahead. The £14.5 million Toryglen project in Glasgow,
comprising indoor football facilities and outdoor pitches, will kick-off in
September.
The Executive, through its sports agency sportscotland, is supporting the project with £3 million. Glasgow City Council is providing the rest - £11.5 million - towards the project.
It is first of ten projects to receive stage two approval under the Executive's £50 million National and Regional Sports Facilities Strategy, which includes £21.2 million from sportscotland's Lottery Sports Fund. The aim of the Executive's National and Regional Sports Facilities Strategy is to develop a network of multi-sport facilities across Scotland (covering the Area Institute Network), including a national indoor arena and two versatile municipal stadia.
