Transfer of rail power to Executive
The transfer today of the new rail powers to Scottish Ministers marks the most significant transfer of powers since devolution.

The powers will allow the devolved government of Scotland to:

The powers transferring are those requiring legislative change as a result of the Railways Act 2005. In relation to Scotland, these will enable Scottish Ministers to:

Sufficient funding to cover all of the new responsibilities will be transferred to the Scottish Ministers.  It will be around £360 million, covering administration spend, the costs of operating, maintaining and renewing the network and providing funding which will enable a range of enhancements to Scotland's railways.  The Office of Rail Regulation's determination of the Regulatory Asset Base for Scotland has allowed this figure to be calculated.

Commonwealth Law Ministers meet in Ghana
As part of an ongoing programme of international co-operation, Lord Advocate, Colin Boyd QC, senior Law Officer in Scotland and Executive Minister, will today meet with Law Ministers from across the Commonwealth in Accra in Ghana.

Ghana will host the Commonwealth Law Ministers meeting from 17-20 October 2005. Ministers and representatives from across the 53-nation Commonwealth will discuss progress on international legal cooperation, share their experiences and propose new solutions for consideration by Heads of Government.

Discussions will include legal issues relating to:

  • Civil Recovery of Criminal Assets and Terrorist Property;
  • International Humanitarian Law;
  • Good Practice in Juvenile Justice Policy;
  • Justice and Good Governance Issues; and
  • Legal Development Issues.
