Communities Committee
Members met in private last week to continued considering their draft Stage 1 report on the Antisocial Behaviour etc. (Scotland) Bill.

 

Education Committee
The Committee entered into day 2 of its consideration of the Education (Additional Support for Learning) (Scotland) Bill at Stage 2.  It also considered a consultation document from the Executive on medical standards.

 

Environment and Rural Development Committee
The Committee heard from Deputy Minister for Environment and Rural Development, Allan Wilson, on the Executive’s European Strategy and the Irish Presidency of the EU.  It also continued with Stage 2 of the Nature Conservation (Scotland) Bill.  Finally, it discussed the remit of its inquiry into reform of the Common Agricultural Policy.

 

Equal Opportunities Committee
The Committee heard evidence from Communities Minister, Margaret Curran, on the European year of Disabled People.  It also agreed to finalise its report on the Local Governance (Scotland) Bill by correspondence and, in private, its work programme.

 

European and External Relations Committee
The Committee met on Tuesday and heard from Finance and Public Services Minister, Andy Kerr, on the Scottish Executive’s priorities for the Irish Presidency of the European Union.  The Minister also gave evidence to the Committee on the Scottish Executive's European Strategy.

There was also a Convener’s report on the decision of the European Commission in the case of Ryanair and Charleroi Airport.

 

Finance Committee
Tuesday’s meeting considered the January and February monthly reports on the Scottish Parliament Building Project. Evidence was taken from The Presiding Officer; Chief Executive of the Scottish parliament, Paul Grice; member of the Corporate Body, Robert Brown MSP; Convener of Holyrood Progress Group, John Home Robertson MSP; and Project Director of the Holyrood Project Team, Sarah Davidson.

The Committee also took evidence on its inquiry into the Relocation of Public Sector Jobs from a range of trade unions and evidence from Michael Matheson (SNP) and members of the Scottish Parliament's Non-Executive Bills Unit on the Fire Sprinklers in Residential Premises (Scotland) Bill.

The Committee was updated on the investigation into Scottish Water by its Reporters.

 

Justice 1 Committee
The Committee met with Justice 2 in private to discuss appointing an advisor on the Budget process 2005-06.

On its own, Justice 1 took evidence from Deputy Justice Minister, Hugh Henry, on the UK Civil Contingencies Bill. The Committee also considered a petition by the Miscarriages Of Justice Organisation, calling for an aftercare programme in the form of a half-way home to help people who have been victims of a miscarriage of justice and a number of petitions on the theme of dangerous driving and road accidents. Finally, it considered the recommendations of the previous Justice 1 Committee’s report into the regulation of the legal profession.

 

Justice 2 Committee
In addition to the joint meeting with Justice 1, members of Justice 2 took evidence on the Tenements (Scotland) Bill.  They also considered a report on the alleged leaking of the draft Stage 1 report on the Antisocial Behaviour etc. (Scotland) Bill.

Correspondence on the draft Arbitration Bill was also discussed.

 

Subordinate Legislation Committee
The Committee met on Tuesday and had a very full agenda covering a wide range of items relating to delegated powers of scrutiny in the Tenements (Scotland) Bill and the Antisocial Behaviour etc. (Scotland) Bill. 

Instruments subject to annulment included the Motorways Traffic (Scotland) Amendment Regulations, the Sea Fishing (Prohibited Methods of Fishing) Order, the Non-Domestic Rates (Scotland) Order and the Housing Revenue Account General Fund Contribution Limits (Scotland) Order, among others.
