Audit Committee
The Committee meeting last week was dominated by the AGS report into Scottish Enterprise.  It decided to consider its approach to the report in private and agreed to take evidence from Scottish Enterprise and decide further action from there.  The Committee also considered a report from the AGS on the financial performance of the FE sector and a draft report on its inquiry into individual learning accounts in Scotland.

 

Communities Committee
The Committee took further evidence on stage 1 of the Antisocial Behaviour etc. (Scotland) Bill from two panels.  The first comprised the Chartered Institute of Housing, the Scottish Association of Landlords and the Joseph Rowntree Foundation.  The second panel was The Pollokshields Tenant Management Co-Operative and the Cumbernauld Housing Partnership.

The Committee took the rest of its meeting in private, discussing issues arising from its evidence sessions so far.

 

Education Committee
The Committee took evidence on the Education (Additional Support for Learning) (Scotland) Bill from the Scottish Mediation Network; the Scottish Committee of the Council of Tribunals; the Advocacy Safeguards Agency; the Disability Rights Commission; and Enquire.

 

Environment and Rural Development Committee 
The Committee considered subordinate legislation, including the draft Water Environment and Water Services (Scotland) Act 2003 (Designation of Scotland River Basin District) Order 2003, and the Producer Responsibility Obligations (Packaging Waste) Amendment (Scotland) Regulations 2003.  The Committee also considered a draft report on the Nature Conservation (Scotland) Bill.

 

Equal Opportunities Committee
The Committee took evidence from Barnardos and Contact a Family Scotland on the Education (Additional Support for Learning) (Scotland) Bill.  It also took evidence from various organisations regarding gender recognition. 

 

Finance Committee
The Committee met on Tuesday and took evidence on the Antisocial Behaviour etc. (Scotland) Bill from Stephen Fitzpatrick and Margarita Morrison of COSLA as well as Ed Morrison and Jackie Robeson from the Scottish Children’s reporter Administration.

 

Health Committee
The main issue for discussion by the Health Committee was the National Health Service Reform (Scotland) Bill. Evidence was taken from a number of participants including: Christine Lenihan and Hilary Robertson of the Scottish NHS Confederation and Jim Devine, Scottish Organiser for UNISON.

 

Justice 1 Committee
The Committee met on Wednesday morning and considered evidence on the Criminal Procedure (Amendment) (Scotland) Bill. There was also an oral report on the recent visit to HM Prison Kilmarnock.

 

Local Government and Transport Committee
At its last meeting, the Committee took evidence from a number of people on the Local Governance (Scotland) Bill.

 

Public Petitions Committee
The Committee considered eight new petitions. Among those which received support was one calling for a register on the donation of bone marrow and blood cells.

Despite receiving a letter requesting no further petitions on issues that are either of little merit or already being dealt with by the Executive, Frank Harvey (a member of the public and serial petitioner) has submitted a further two petitions for discussion at the next Committee meeting.

 

Subordinate Legislation Committee
The Committee met on Tuesday and considered Instruments on the subject of amnesic shellfish poisoning in various parts of Scotland.  Members also looked at Delegated Powers of Scrutiny in the area of the Primary Medical Services (Scotland) Bill (as amended at Stage 2).  The Committee then considered Executive responses to the Honey (Scotland) Regulations 2003, the Local Government Pensions Reserve Fund (Scotland) Regulations 2003 and the Pupil’s Educational records (Scotland) Regulations 2003.
