Audit Committee
Last week, the Committee considered a further response from the Scottish Executive to its report entitled “Dealing with Offending by Young People”. It agreed to write to the Executive seeking further clarification on a number of issues and to copy the correspondence to the Justice and Education Committees. It also considered a draft report on its Inquiry into the report by the Auditor General for Scotland entitled “Individual Learning Accounts in Scotlandin private.

 

Education Committee
The Committee considered further the work of youth organisations and a letter from the Convener of the Equal Opportunities Committee on mainstreaming equality. It was agreed that the Committee would adopt the recommendations proposed in the letter. It also considered a draft report on its budget process.

 

Enterprise & Culture Committee
The Committee took further evidence on its ongoing Scottish Solutions Inquiry and took evidence on the budget.

 

Environment and Rural Development Committee 
The Committee took evidence at stage 1 on the Nature Conservation (Scotland) Bill and considered draft reports on its budget process and the National Waste Plan Inquiry.

 

Equal Opportunities Committee
The Committee heard evidence from Communities Minister, Margaret Curran, on its budget process.  It also heard evidence from various organisations on the civil partnership registration scheme.

 

Finance Committee
The Committee took evidence from Donald McRae (Lloyds TSB Scotland) and Peter Wood (DTZ Pieda) on Stage 2 of the Budget Process 2004/05. Correspondence on the Scottish Parliament Building Project was also considered.

 

Health Committee
The Committee considered subordinate legislation and considered a letter from the Equal Opportunities Commission on Mainstreaming Equality.

 

Justice 1 Committee & Justice 2 Committee
Justice 1 & 2 met jointly last week to consider the Budget Process for 2004/05.

 

Public Petitions Committee
Among the subjects of new Petitions for the Committee to consider were:

·         The alleged exploitation of men and children in divorce actions;

·         The expert witness system in Scotland;

·         The sale of Heritable property authorised by the courts;

·         The Dunblane Public Inquiry; and

·         Proposals for a competition to compose a national anthem for Scotland.

The Committee also gave further consideration to a number of current Petitions including those on:

·         Siting of heroin and methadone detoxification clinics;

·         Self Defence for teenage girls; and

·         Detention of children at Dunvagel detention centre.

 

Subordinate Legislation Committee
The Committee considered delegated powers to the NHS Reform (Scotland) Bill. The Committee also considered Instruments subject to annulment in the areas of Civil Legal Aid and Further and Higher Education.
