Communities Committee
At its last meeting the Committee took evidence on the Budget process, considered the Housing Grants (Application Forms) (Scotland) Regulations 2003 and discussed its response to the Executive’s draft regulations on the debt arrangement scheme.

Education Committee
The Committee considered school transport guidelines issued to local authorities and took evidence on the matter from the Scottish Executive.  It also heard from Education Minister, Peter Peacock, on an Executive paper on school discipline.  The Budget was also discussed.

Environment and Rural Development Committee 
The Committee had its third session on waste last week.   Members heard views from the business community and the Business Environment Partnership on how to ensure businesses get involved in minimising waste and managing resources.  This week sees the last evidence taking session and will enable members to the Minister about the Executive's National Waste Plan.

Finance Committee
The Committee took evidence on the National Health Service reform (Scotland) Bill.  It also took evidence from Minister for Finance, Andy Kerr, on the Budget process 2004/5 End of Year Flexibility.

Health Committee

The main business last week was a volume of evidence from the Minister on Budget matters.

 

Justice 1 Committee & Justice 2 Committee
Both Committees had a joint meeting to take evidence on the Budget process.

 

Local Government and Transport Committee
The Committee considered proposals to take evidence on issues surrounding the Strategic Rail Authority’s proposals for rail maintenance and the
Scottish Road Maintenance Condition Survey. It agreed to take oral evidence from the Strategic Rail Authority, The Society of Chief Officers for Transportation in Scotland and the Minister for Transport. It also agreed to seek written evidence from rail and road user groups.

The Committee also considered proposals for scrutiny of the Prostitution Tolerance Zones (Scotland) Bill at Stage 1. It agreed to seek information on the proposed timetable of the Expert Group on Prostitution established by the Scottish Executive, before agreeing proposals for Stage 1 scrutiny.

It also took evidence on its Budget process, considered various petitions and negative instruments.

Public Petitions Committee
The Committee considered petitions on a number of issues, including: Yorkhill Hospital as a centre of Cardiac excellence; the relocation of Scottish Natural heritage; and the detention of children at Dungavel Detention Centre.

Standards Committee
The Committee considered a draft report on the complaint against Kenny MacAskill and Tricia Marwick.  It agreed to publish its final report on 7th October.

Subordinate Legislation Committee
A fairly busy meeting dealt with matters ranging from members’ interests through land reform, abolition of feudal tenure to the Criminal Justice (Scotland) Act.
